Why can't change the budget control details for a active project?

This is an active project. But I can't change the budget control details for it. I tried different budget version status but failed.

I changed the financial plan type that this project applied but seems it will not update to project automatically. How can I update all the active project which has been created before.

I want to change the budget control level from resource to resource and task.
