CPQ: Disable delete LIG in JET Responsive Layout

There are multiple developers in our team. Due to human error, many time the LIG is deleted. The developers should not have the ability to delete LIG. At least a pop up asking for confirmation would be very helpful.

Also, adding back LIG is a tedious process.

Also, we cannot track the developer who deleted the LIG.
