Localization availability for South and East African Countries

We have a Customer which wants to understand the localizations present in the SaaS version of the Fusion ERP product especially Tax related ones for African countries like Botswana, Nigeria, Kenya, Mozambique and South Africa as it wants to rollout Fusion Cloud ERP in these countries where it has presence. How country nuances, culture, regulatory and statutory requirements have been fulfilled for these countries. If not present as part of localization package , what is Oracle recommended best approach to meet these ,where localizations are not available.

We have gone through the Global catalog on localizations and found that it is available only for South Africa amongst the African countries mentioned above. Please confirm if this understanding is correct.
