How to trigger shipment reports based on business event

We have a business requirement to trigger shipment reports for eg.. pack slip report once the shipment request is created.

Currently below 2 business events are found under "Outbound Shipment Request" as the Event Type. But none of them work.

1.Outbound Shipment Request
2.Shipment Request Generate Event
