What is the best approach for building VBS rules in Redwood?
Summary:
I would like to know if there is a best-practice approach to building VBS rules with many countries and business units. Should we create a rule per country+BU combination with all of the attribute settings OR rules for each Attribute with all of the Countries and BU affected?
Will one perform better than the other?
Will one create more maintenance than the other?

We are live in over 100 countries and across 4 divisions. This means we have hundreds of TDS rules on each responsive page. Our TDS rules are mostly based on Country and BU. Each rule will have several overrides for that country and will be applied on top of our global rule.
