How do we suppress blank file getting uploaded

How do we suppress blank file getting uploaded
Content (please ensure you mask any confidential information):
Hi Team,
Greetings!
Has anyone worked on the validation solution to check if the file is blank in DOR (or any other place where the document is uploaded by the user) and show the error message if the file is blank? Is there any available Auto-Complete rule option for this?
If there are any solution options -please provide the inputs for the solution.
We have the query to identify the file size, but we can use it only in value set or fast formula, but is there a way to call value set or so from auto-complete rule or any other validation solution to avoid blank file getting uploaded to DOR?
