Consolidated Entry eliminating at level below common parent. Is this normal?

Summary:

We have two entities that have a common parent of "Parent1". They are eliminating but eliminate at "Parent2" and "Parent4" which are children of Parent1. Is this normal behaviour? It means that "Parent2" and "Parent24" are Consolidating to 0 when they shouldn't be.

Is there are reason as to why this could happen?
