Work Order transactions are missing in custom ESS Job and while calling BIP Report

Summary:

Work Order transactions are missing in ESS Job, when the transaction creation date and ESS run time is same. we are using the below incremental logic in the query to get the newly created transactions.

wie_operation_transactions.transaction_date >= nvl(ess.scheduled, trunc(sysdate-365))

here ess.scheduled is ESS last process start date.
