    As per the below Oracle document we are trying to define the Spoke system but we are not able to figure out the way for completing the step # 7&8, would you please assist for the same.

    7.Add the filter for WACS MASTER ITEM. Select the respective filters for bulk upload.
    8.Publish the file. It is sent to the Universal Content Server.
