The PO header and PO Details both have custom fields 1-5 and they are ALL limited to 50 characters. Typically at both header and detail level custom fields 1-3 are limited to 50 characters and then custom fields 4-5 are limited to 1000 characters. You can see this behavior with many screens and records where they have custom fields 1-5.

When creating IB Shipments there is a flag to copy over custom fields. When you go to the IB Shipment both header and detail level custom fields 1-3 allow 50 characters and 4-5 allow 1000 characters. So this is not a driving factor for why the Purchase Order header and details would all be limited to 50 characters.
