Can I add shared members under FCCS_Total Geogaphy?

Summary:

I am trying to change at what parent an elimination occurs and am not getting it to change.

I have added a new shared member under the new parent. (this is done under FCCS_Total Geography because we only have one entity hierarchy in FCC now)

I have updated the ownership % to 0% for the original child and set the new shared one to 100% under the new parent. I have also recalculated ownership data. I have tried enabling enhanced org by period. I still cannot force a change in my test pod. Are there any steps that I am missing? Some documentation implies that you shouldn't have shared members under FCCS_Total Geography and I am wondering if that is my issue.
