Expected Effort does not automatically update when time is changed

Is it expected behavior in Release 25A for the "Expected Effort in Hours" to automatically calculate when the Start Time and End Time are initially entered, but not update if either time is changed afterward?

As supporting evidence, an Administrator set up a Course > Offering > Activity and accidentally entered a Start Time of 8:00 AM and an End Time of 5:00 AM, which resulted in an Expected Effort of 21 hours. When the Administrator corrected the End Time to 5:00 PM, the Expected Effort in Hours did not update automatically. The Administrator had to manually adjust the Expected Effort to reflect the correct duration of 8 hours.
