Confirm receipt process send notification to requester for destination type Inventory

Oracle document says confirm receipt process sends notifications to requesters only if the destination type is "Expense" orders. However, it still sends notifications even if the destination type is "Inventory" which is good and most of them want it. However, would like to know if this is newly added to the application and from which release. Or would like to know if there any special exception to trigger notification even if the destination type is Inventory.
