in OTM, can we upload csv with Swedish characters?

Summary:

We are uploading Location csv's which are having Swedish characters.

Option1 - We tried using the UTF-8 encoding format, but it is not working

Option2 - We tried using the ISO-8859-1 encoding format, and it works partially, but only for a few characters.

Sample Location_Name which has Swedish char is: WROCŁAWAW
