Workflow approvals

Hi, I have configured workflow approval for Name change under personal information. The requirement is to trigger notification to payroll, IT, Manager and HR. and the condition is fulfilled. But there is another requirement is in case of address change or disability or driver license the notification should go to certain set of people's only. However due to above name change condition the below changes also triggering notification to all instead of certain set of people's. How to restrict it.

Below Rules already configure.

Process People Rule:
((transactionApprovalRequest.ViewInstanceName != "PersonGlobalName") AND (transactionApprovalRequest.ViewInstanceName != "VisasAndPermits") AND (Worker's Assignment.result.businessUnit == " Denmark BU"))
