Can Capacity Limits work together with Commitment Allocations

We have a commitment allocation whose period is Monthly, we updated the allocation usage for February-25 with the following allocation percentages by using the overriding allocation action,

Carrier A - 80%

Carrier B - 10%

Carrier C - 10%

Our client planned three shipments on the lane of the allocation, ideally these shipments should have planned to the Carrier with the most allocation percentage - Carrier A, but all three shipments got planned to Carrier B and Carrier C.

I also noticed that the rate offerings of both Carrier B and Carrier C have the flag - Enable Capacity Usage ticked and a capacity group linked with the rate offering. When I checked for the Shipment to Capacity Usage against the three shipments, I indeed saw that capacity limits had been consumed, these are weekly capacity limits with a capacity of 1 shipment for each week.
