Absence: Save and Close - why populating on timecard and preventing payroll from processing

Why does the Save and Close button populate the timecard?  

When this happens, the payroll team has to go into the timecard and clear an error.  

I understand that there are ways to hide the save and close button - and I'm not asking about how to hide the save and close button.

What is the reasoning for a saved absence to be populated on the timecard given that it has not been actually submitted.

I can see a place for the Save to be useful for the EEs. But if it's not been submitted, it doesn't seem like a good design to add it to the timecard as if it was submitted and approved.
