restrict inventory allocation before verification

Summary:

I have scenario where i want to restrict allocation of Inventory in WMS before verification of IB SHIPMENT.

We want to use integration approach based on Inventory attributes. While creating IB SHIPMENT we will update the attribute with blocked valued, After verification we need to remove that attribute.

So if we are doing putaway on reserev location we can achieve this, But we are doing putaway on active locations as well.
