Send FYI to one email (distro list), when the Budget has been baselined (last approver approves)

I have configured matrix approval in approvePLanVersion. I have a requirement that when the last approver approves it, or when the budget is baselined on the last approval, an email should be notified (distribution list). Anyone has a document to make this possible? Thank you in advance.
