Mass create supplemental rule

Summary:

In our current design, we have budgetary control turned on at the project level. By default the budget is using "Absolute", but there are some transaction sources which should use "Track" (e.g. expense claim, timesheet etc.). We are aware that this can be achieved using supplemental rule. However, since the requirement applies to all projects, this supplemental rule needs to be applied to all projects. Is there a quick way where we can do so in batch (e.g. using FBDI or REST API)? Or are there any alternatives to achieve the same result?
