Time Card audit trail doesn't show reason for new changes

Summary:

I have the audit trail turned on for 'all manual changes' in my time processing profile, but even though I am required to put in a change reason when I enter time on a day that didn't have a time entry, when I look at the Change History, the reason doesn't show up, neither does the time that was entered. It appears that this information is only captured in the Change History log when things are changed, after their initial entry, even though an initial entry of time on a day is a 'manual change' to the time card.
