How to make SCORM content available in development environment?

Summary:

In our production environment, I selected two separate SCORM content pieces to Enable for the next refresh. Both of these, in the Refresh Status column, indicated 'Enabled - Source Ready.' However, after the most recent P2T refresh in one of our dev environments, these two SCORM content pieces errored out when trying to use them to test new features in Learning. Are there processes, or something else, that I need to run in the dev environment that will allow this content to be available?
