cant start a stopped autonomous db, when I want to see the details I got an error

i cant start a stopped autonomous db, when i want to see the details i click its name and i got an error: "An unexpected error has occurred: Authorization failed or requested resource not found.. Return to Autonomous Databases and try again, or contact Oracle Support for assistance.". I tried to start from cloud shell but all the time got sth like "message": "Authorization failed or requested resource not found.",
