Blanket Purchase Agreement (BPA) to be included in Budget Check, Funds check and Budget Accounting
Summary:
Required that BPA to be part of Budget check process and budget accounting.
Purchase Requisitions (PR's) are part of commitments whereas agreements are confirmed commitments but currently not part of budget check or budget accounting process. Business needs to track the funds available on the basis of confirmed commitments also.

Assume Encumbrance accounting and budgetary control is enabled:
Example - PR created for 1,000 . BPA created from PR 800, BR (Releases) created 600 and receipt created 500
As per existing functionality system will show Total Consumption as (PR+BR+PO Receipt) 400+100+500 = 1000
