Legal Entity to Show up for Contracts without Financial Transaction

Summary:

Two contracts were created in Different System for an acquisition company, as of now the acquisition legal entities are not in Fusion system because they cannot have any transactions in our ERP because they have their own ERP, so when trying to convert those two contracts to Oracle Contracts module the legal entity is not available. We have been exploring the possibility of having Legal Entity available in Enterprise Contracts Module, but we do not want capability to have transaction against that Legal Entity. We are currently not able to achieve that.
