VPD not restricting Deleted data from HD

Summary:

We are using the VPd to restrict to show the deleted data form HD but its not getting restricted as exepcted even though we have the falg as "Y" for deleted orders and shipment.

following query is using in VPD:

D_SHIPMENT.DEL_IN_OLTP = 'N'
