We have a requirement to adjust the shipping charges based on various attributes like customer shiptosite, sales channel, maximum order total etc.. We tried to use the shipping charge matrix to derive a solution. But As per oracle team adjustment matrix on shipping charges is currently not supported out of the box, and oracle team provided a white paper to extend pricing algorithm to apply shipping charge adjustment.
