External Forecast loaded using FBDI Template not working

We are loading External Forecast using standard FBDI template using below link.

The Data is getting loaded into MSC_ST_DEMANDS Table. I can also see the Forecast Designator which we loaded using FBDI in Supply plan's Demand Schedule .However when we run the plan we can not see any Order with Order type as forecast.

I tried with All the combination for Ship-to-Consumption Level however no success. We can see the data in Table -msc_designators as well.
