User restriction for DBA ADMIN Role

Summary:

I have a request to grant access to a support team that needs to assign specific permissions to users who currently require a user with the DBA ADMIN role.

Is it possible to replicate these permissions in a way that allows user editing but restricts modifications to Agents and other objects? I have created a new ACL and User Role in the PUBLIC domain, but the restriction was not successfully applied. Could you provide guidance on how to achieve this level of restriction while maintaining the necessary user management capabilities?
