Disaster Recovery process

Summary:

We are hosted on Phoenix datacenter for all of our instances. 
So, if there is a disaster with Phoenix data center due to natural events such as hurricane or tornado and that makes the data center inaccessible:

1. Can Oracle route our applications and users to different data center located in another region ?
2. Can we still access our application while Oracle is still working to get Phoenix data center up and running ?
