Ability to Update Work Definition Effective Start Date when E-Signature is enabled.

Summary:

The system currently allows to change the "Start Date" while the Work Definition is created, once the user click on Save and Edit, the system allows to change only the information related to operations but doesn't allow to change "Start date" field.

Create New Revision with effective start date: 01-March-25

Open the new revision WD, as existing Operations cannot be modified, duplicate the Operation to make changes. Make changes as needed and Submit the Work Definition. Login as approver and Reject the work definition.

Now we have two work definitions, rev1 and rev2. As per the rejection comments I will have to make changes and resubmit. The common reasons for rejection are items or effective start date.
