Is it possible to Create the Custom role to only be able to create or edit roles?

Summary:

Is it possible to Create the Custom role to only be able to create or edit roles and not having access to Add User/Delete in Users section while Creating/Editing the role?

We've created a role with following privileges:
1. Create Role

2. Edit Role

3. View Role

With the above access we're able to add/remove users from the roles.
