Historical Reporting of Committed Costs

I have a reporting requirement for which I need to track encumbrance activity for projects, showing the creation date of encumbrances and the date on which the encumbrances are cleared. The table PJC_COMMITMENT_TXNS appears to include only current committed costs. Is that correct? For example, for purchasing transactions, when a commitment is created for a requisition, then subsequently cleared by a receiving transaction, is there any record of the REQ and PO in PJC_COMMITMENT_TXNS showing the transaction date when the commitment was cleared?
