How to stop the Transfer Order from getting backordered

We have a scenario where we want the Inventory Organization to allow On hand going negative when On hand is not sufficient to fulfil the Transfer Order without getting backordered due to the inventory shortage

Based on the support id: How to Allow Order to Ship Item With Negative Balance If Org Allows Negative Balances? (Doc ID 368386.1), TO can get shipped with negative balance but the item or the subinv needs to be non reservable but for our scenario we cannot make our items or subinv as non reservable so how we can achieve shipment with negative balances without making items/subinv non reservable
