can we keep Manufacturing plant in the dropdown where we define the resource rates?

Summary:

In Cost Management, against the Task "Manage Resource Rate" we have to select the Plant from the drop-down, but in the dropdown all the inventory organization is there irrespective of whether it is manufacturing enabled or not, but the requirement is to have only manufacturing plant in the drop down, even though we select any other inventory organization we will not be having any resource to define its rate, but requirement is to have only manufacturing enabled plants?
