Can only one EFF be controlled at child level?

Summary:

Created one EFF at "Manage Item Attribute Groups and Attributes" , and I have used the Context usages functionality and kept Master to child organization as None, but it is making all the EFF controlled at child level, but the requirement is to make only one EFF which needs to be controlled at Child level remaining all other EFFs which are previously created should be governed at Item Master Level only?
