Ability to customize Fill Job requisition Button in Redwood Job Req page

Summary: There are incidents after we deployed redwood Job req page where by mistake instead of clicking on Actions, users clicking in Fill Job Requisition, which led to dispositioning of the candidates immediately. Is there a way to hide Fill Job requisition Button for certain users say Hiring Managers or move this button under one of the options in Actions or change color code or have a pop up message asking to confirm if they want to continue with filling req when clicked on Fill Requisition Button on Job requisition Redwood Page.
