I have followed the oracle note to correct receipts but it doesn't work

Summary:

I have called the REST API mentioned in Oracle doc (FUSION:SCM:RCV: Sample REST API Payload for Correction Receipts (Doc ID 2876314.1)) but it works only as increasing the amount above the current amount in the receipt and only decreasing what I have just increased using API only but If I want to reduce the received quantity to be less it gives me error as following below details, Also I have noticed that it doesn't update the received amount on receipt header screen, instead it increases or decreases the amount in the receipt details under column NET receieved amount:
