Manual adjustment Validation

Summary:

Business Scenario: When employee has a child, HR manually adjusts Parental Leave plan (Accrual Plan) by +80 hours. Sometimes HR has manual errors where they are accidentallly doing 80 hours 2 times a year thus giving more hours than supposed to for an employee.

Requirement: Can we have validation in place where the system does not allow anyone to enter 80 hours again after someone has originally loaded 80 hours? If someone is trying to do, an error should appear. Error would dissapear if the original adjustment is voided.

Example scenario: Employee has a baby on Feb 20 2025 so HR Specialist A loads +80 hours manually into employee's Parental Leave plan. HR Specialist B mistakenly tries to load another +80 hours on Feb 25 2025 —> system should prevent HR Specialist B to load the hours until/unless the adjustment done by HR Specialist A is voided. There should be 9-12 month grace period meaning another adjustment can be done ONLY after 9-12 months.
