Inclusive Gateway/Parallel Gateway not working as expected

Inclusive/Parallel gateway doesnt work as expected

We have a scenario where approval should be routed to multiple groups at same time, but based on condition. If we have approvalGroup1, approvalGroup2 and approvalGroup3, based on condition one/few/all groups will be eligible for approval. Once all eligible groups approve, it should pass post inclusive gateway merge. But now, it doesnt work like that. After each group approves, it passes to the next task after the inclusive merge

When parallel gateway is used, even after all approvers approve, it doesnt pass post the parallel gateway merge.
