Create a Business Rules Library so that Rules Can be Shared Across Pages

Description (Required):
Create a Business Rules library to minimize duplicative work within VBS. Currently, if we want to write a business rule for a field that appears on multiple pages, we have to write the exact same rule multiple times. [Example: default Salary Basis from Job FLSA/Overtime Status has to be written for any action that includes both Job and Salary (Transfer, Promotion, Change Assignment, Hire, etc.)] We should only need to write that rule once and then apply it to each instance of the field/fields/business object.
