Position HDL error: This position code already exists for this business unit. Enter a unique value.

Summary:

When trying to load some updates to existing Positions, I get the error This position code already exists for this business unit. Enter a unique value.

This does not make sense, because some position data does load without that error for a position code that already exists. The point of the HDL is to update the already existing position codes.
