When does OTM sets status as enroute delayed other than from Shipment Event Tracker?

I am trying to understand use cases where OTM sets the status of a shipment as ENROUTE_DELAYED.

We have set up certain code as part of tracking event agent which sets the status to delayed. But in other instances as well, we see this happening. e.g When the latest start time on the shipment is earlier than the actual start time. Does someone have information on how exactly OTM sets this delayed status. Is there any threshold OTM considers before setting this value?
