Project budget status is stuck in Submitted, though it is approved by all approvers

Summary:

1. We have configured BPM approval rules for budget baseline
2. Using Oracle std roles,
   1. Submitted the budget
   2. Approvers approved it
   3. Budget status is Baseline
3. However, when we use a custom role,
   1. Submitted the budget
   2. Approvers approved it
   3. Budget status is Submitted
   4. WF history shows Approved
   5. There is no Withdraw option

Custom Role has below privileges:

1. Manage Project Budget
2. Manage Project Budget Working Version
3. Manage Project Work Plan Baselines
4. View Project Budget Baseline Version
5. View Project Budget Working Version
