How to create a manufacturer without having to create a party

Summary:

We need to create manufacturers in Product Development so we are able to match them to Approved Supplier List Entries. However, when creating one, it creates a party that may already exist since created as a supplier

Our customer wants to maintain manufacturers in Approved Supplier List Entries. For that matter, manufacturers are created in Product Development, as well as the manufacturer part numbers. Then those combinations Manufacturer/Part Numbers are associated to items in Product Information Management.

Now, after creating the manufacturer, a registry id is generated and a party is created afterwards. However, this party may already exist as a party, mostly because there is a supplier already existing for the same entity as well.
