How to allow less price when Price Change Tolerance Percentage equal 0 when Create Purchase Order

When put Price Change Tolerance Percentage or Amount = 0 we cant change the pr item price when Create Purchase Order

In some case this change could be for lower price.

Is there anyway to decrease the price when the value = 0
