Bulk Plan in multi leg picking the rates based on shipment start date only

Summary:

We could see that the bulk plan in multi leg picking the rates based on the shipment start date but that could be problem since for multi leg sea mode shipments that is generally longer duration is getting failed since the agreed rate which is active now is not active during the shipment start date.

Even though it could be managed by making the effective date in rate as blank but we would like to keep the rate expiry as agreed with LSP but the planning should be able to plan the shipments based on the date of planning. Please check and do the needful to enable a option for the same
