How to make Goal Plan Sets in Redwood UI

We are trying to configure goal plan sets after migrating to Redwood pages. We have tested this on a demo environment which is upgraded to 25A. But still we are not able to configure goal plan sets. According to the below linked document, this feature should be available in the Redwood UI as well from 25 A upgrade, but still it does not appear when checked after enabling the profile option. Any guidance on how to get this feature enabled.
