Sending new hires notifications to managers before the actual hire date

Hi All,

Is there a way that we can create a BI report and using bursting we can send new hires notifications to managers before the actual hire date.
Notification email should contain reportee details like Person Number, name, hire date etc.
New hires should include back dated, current and future dated hires as well and email should be sent to their managers before the actual hire date.

you may also suggest any other solution to achieve the same requirement.
