DFM Role Skipping in Budget Approval Flow

Hi Team,

We have encountered an issue within the Oracle Projects approval workflow. Specifically, we are experiencing a problem where the Division Finance Manager (DFM) role for Division **** is being skipped in the budget approval flow due to the termination of one user(A) in the HCM module.

To summarize:

• The user A was terminated in the HCM module in 2024.

• A vacation rule was created to reassign the DFM role to another user. In the past, this vacation rule worked correctly, allowing the approval process to continue as expected.

• Recently, Oracle Projects has been skipping the DFM role in the budget approval process entirely, and it seems to be excluding the DFM role because The first user(A) is terminated, ignoring the vacation rule.
